State Plan of Action for Children

A National Policy for Children has already been adopted by the Government Of India. Similarly, the Sikkim State Plan of Action for Children (2002-2007) - a commitment to the child has now been formulated. The World Declaration on Survival, Protection and Development of Children adopted in the World Summit for Children held in 1990 and the United Nations Convention on the Rights of the Child ratified   by   India  in  1992  provide  the  context   and  the

framework of the Sikkim state Plan of Action for Children (SSPAC). The Action Plan is the outcome of wide and intensive consultants with the concerned departments of the State Government, Department of Women and Child Development, Government of India, UNICEF's State Representative, non-governmental organizations and experts.

We have set the following seven major goals to be achieved by 2007 A.D:-

Ø      Reduce infant and child mortality rate to less than 30 per thousand live births through 100% immunization and other health care coverage by the year 2007.

Ø      Reduce maternal mortality rate to less than 2 per thousand live births through 100% antenatal and post-natal care and other health care coverage for women by 2007. Limit the family size in accordance with two-child norm by 2007.

Ø      Reduce moderate and severe malnutrition among children under five by 50% from the present levels by 2007.

Ø      Universal access to safe drinking water. Improvement in access to environmental sanitation from the present level of 30% to 75% by 2004.

Ø      Universal access to elementary education for children in the age group 5-14 years by 2007. Achieve over 90% female literacy rate in the age group 15-35 years by 2007.

Ø      Ensure improvement in the status of the girl child and women to achieve equal status, improvement in sex ratio and opportunities for their development and empowerment.

These major goals have been covered under four specific chapters:-

               I.      The rights to Survival.

              II.      The Right to Development.

            III.      The Right to Protection.

            IV.      The Right to Participation. 

SIKKIM STATE PLAN OF ACTION FOR CHILDREN

  1. A Programme Implementation Committee to monitor, coordinate and direct efforts of various departments and agencies in the implementation of the Sikkim State Plan of Action for Children has been constituted under the Chairmanship of the Minister, Social Welfare Department.
  2. A Children’s Board has been constituted under the Chairmanship of Chief Minister for providing necessary directives and policy guidelines for implementation of the Sikkim State Plan of Action for Children.
